Why is Team Pacquiao agreeing to terms when negotiations haven't even started yet?

I think Pacquiao is jealous of Floyd's success and the fact that he beat Shane Mosley so easily and the fact that most people now consider Floyd the # 1 P4P fighter at the moment. Maybe he wants his spot back and also to get under Floyds skin or try too. Getting the media on his side is also probably part of it. Also i think he is starting to realize he is making himself look bad by refusing to the blood tests in the past, so at this point he is just trying to get some attention back and put himself back in the lime light. Ever since he was elected to office, people are slowly started to forget about Pacquiao because his career is pretty much over now, you cant do politics and continue to box it just wont work, thats why i think he will only end up having 1 more fight if any.
