Can you graft a Hibiscus tip cutting, or must you graft wood.?

I normally just dip my cuttings in hormone powder and plant them. But i decided for the first time to try and graft a few weeks ago,i think i may have done wrong as i grafted tip cuttings instead of a larger bit of wood with eyes. Well they sem to have lived but they do not seem to be growing much. will i be successful? Or should i start again with a scion with eyes rather than a tip. Thank You.
