Would breathalyzers in every car solve the DUI epidemic?

Can we honestly expect alcoholics to make good decisions? Thats like asking a "crack head" to not use too much crack when its heavaly available. The government clifies them both as having diseases, but they're thrown in jail instead of recieving help. I think it's an easy way to pay for law enforcement, and thats why nothing has been done.
